[ Theme ] The effects of “Planungzelle”, the German method of civic participation through dialog, on participants and non-participants
[ Description ] The Planungszelle (“planning cell”) is a method of civic participation developed by the late Professor Peter C. Dinel of the University of Wuppertal, Germany, that has been adopted not only in Germany, but in many countries throughout Europe.
Based on this model, “Shimin Togikai” have also seen growth in Japan since 2005 with more than 200 examples nationwide (based on a survey by the Citizen Deliberation Promotion Network (CDPN)).
During this presentation, we would like to exchange opinions with the participants of the effects that discussion through civic participation has on people as practices have come to normalize in recent years through introduction of the results of the presenters’ research targeting participants and non-participants in the case of the especially large-scale Planungszelle that focused on the theme of health policy in Bavaria.
